Amends Chapter 634, Hawaii Revised Statutes, to establish the manner of serving summons within the State for civil actions.

Requires service of summons to be made either by personal delivery by an authorized process server, or by certified, registered, or express mail if reasonable attempts at personal delivery have been unsuccessful.

Specifies that mail service requires court order and must be addressed only to the addressee, with return receipt or postal proof of delivery filed showing delivery within the State.

Takes effect on January 1, 2100.
