Adds five new definitions to Hawaii Revised Statutes Section 103D-901: "veteran," "service-disabled veteran," "veteran-owned small business," "service-disabled veteran-owned small business," and "service-connected disability"

Defines a veteran as a person who served in the U.S. armed forces or allied forces during hostilities for at least six months, for the duration of hostilities, on hardship discharge, or with a service-connected disability

Defines veteran-owned and service-disabled veteran-owned small businesses as entities with at least 51% ownership by veterans or service-disabled veterans living in Hawaii, with home office in Hawaii, verified annually by the chief procurement officer

Requires that a combined percentage of the 20% annual state purchasing set-aside for small businesses be awarded to veteran-owned and service-disabled veteran-owned small businesses (specific percentage blank in bill text)

Effective July 1, 2050
