Amends Hawaii Revised Statutes Section 711-1105 to define obstructing as either obstructing a highway or public passage, or providing less than thirty-six inches of space for passage on any paved public sidewalk.

Clarifies that the offense of obstructing applies whether a person acts alone or with others and requires no legal privilege to commit the offense.

Expands law enforcement authority to order people to move or cease activities that violate the obstruction law, including sidewalk obstruction, or to disperse gatherings in dangerous proximity to public hazards.

Applies prospectively without affecting rights, duties, or proceedings that matured or began before the Act's effective date.

Takes effect upon approval.
