Adds definitions for "permanent fireworks storage building or structure" (affixed to foundation, fixed utility connections, intended to remain on site more than 180 consecutive calendar days in a 12-month period) and "temporary fireworks storage building or structure" (used for 180 days or less in a 12-month period).

Requires permanent and temporary fireworks storage buildings or structures and redistribution facilities to comply with currently adopted county building or fire codes or the latest edition of nationally recognized standards.

Maintains existing licensing requirements for storage, wholesaling, and retailing sites with separate licenses required for each location, expiring March 31 of each year.

Preserves restrictions on fireworks sales requiring valid permits and prohibiting sales to unpermitted persons, with additional restrictions on sales within five days before applicable time periods.

Takes effect upon approval.
