Exempts qualified disabled veterans from paying one-half of Hawaii's annual vehicle registration fee ($45), rounded up to the nearest dollar.

Eligibility requires veterans to be Hawaii residents, honorably discharged, have a 100% service-connected disability rating from the U.S. Department of Veterans Affairs, and receive disability retirement pay from the uniformed armed forces.

Exemption applies to only one vehicle per veteran and does not extend to vehicles used for commercial purposes.

Requires the Director of the Office of Veterans' Services to report annually to the Legislature and Department of Taxation on the total number of disabled veterans qualifying for the exemption.

Effective date is January 1, 2050.
