Requires all public secondary schools (excluding charter and multi-track schools) to implement a school year with 990 student instructional hours beginning with the 2014-2015 school year and continuing indefinitely.

Removes the requirement for all public schools to implement 180-day school years with 1,080 student instructional hours for both elementary and secondary grades during the 2016-2018 school years.

Authorizes the board of education to define "student instructional hours" in consultation with exclusive representatives of appropriate bargaining units, rather than using a statutory definition.

Allows the board of education to grant waivers to individual schools from the student instructional hours or 180-day school year requirements at its discretion.

Requires the department of education to submit progress reports to the legislature prior to regular sessions in 2013, 2014, and 2015 regarding implementation efforts.
