Authorizes the Executive Office on Early Learning to enter into agreements with the Department of Education and charter schools to use available classrooms for public preschool classrooms statewide.

Requires priority be given to Department of Education schools and charter schools serving at-risk children and other targeted groups as determined by the office.

Limits agreements with charter schools to no more than five public charter schools through June 30, 2019.

Establishes that new preschool classrooms shall be in addition to any Pre-Plus program already established under existing law.

Appropriates funding from general revenues for fiscal year 2014-2015 to support the Executive Office on Early Learning's establishment of these agreements, effective July 1, 2050.
