Redefines "historic property" to include only buildings, structures, objects, districts, areas, or sites that are included in or eligible for inclusion in the Hawaii register of historic places, rather than all properties over fifty years old.

Exempts residential properties not included in or eligible for inclusion in the Hawaii register of historic places from historic preservation review by the Department of Land and Natural Resources in connection with permit and land use applications.

Exempts projects determined by the Department of Land and Natural Resources to have no potential to affect historic properties from departmental review requirements.

Requires the Department of Land and Natural Resources to provide counties with a list of project types that have no potential to affect historic properties by October 1, 2014, and a list of property types likely eligible for the Hawaii register of historic places by January 2, 2015.

Requires the Department of Land and Natural Resources to develop a plan for completing a comprehensive inventory of historic buildings in the State and submit it with a proposed budget to the legislature no later than fourteen days before the 2015 regular session; effective July 1, 2050.
