Requires the office of youth services to implement a five-year safe places for youth pilot program beginning July 1, 2015, in partnership with private organizations to coordinate a network providing safety and services to youth.

Establishes the position of safe places for youth program coordinator to coordinate the network, maintain statewide listings, provide training, build awareness, and convene annual meetings with providers.

Authorizes minors to consent to services without parental consent if providers reasonably believe the minor understands the benefits and risks, and determine the minor would face harm if returned home immediately.

Requires providers to offer access to services including domestic violence prevention, human trafficking resources, suicide prevention, teen pregnancy prevention, substance abuse support, behavioral health counseling, and life skills training.

Appropriates funds from general revenues for fiscal year 2014-2015 to establish the coordinator position and provide residential options; pilot program expires June 30, 2019.
