Prohibits harvesting opihi (Hawaiian limpets) statewide except during open seasons (June 1-August 30 and December 1-January 31), with closed seasons from February 1-May 31 and September 1-November 30.

Restricts daily harvest to one quart of opihi with shells or one-half pint without shells per person during open seasons.

Bans all opihi harvesting below the waterline statewide and prohibits possession of underwater equipment, harvesting tools, and live opihi simultaneously.

Establishes a complete moratorium on opihi harvesting from the island of Oahu until July 1, 2019, due to near-extinction of three opihi species on that island.

Exempts persons exercising native Hawaiian gathering rights and traditional practices authorized by the department of land and natural resources and requires annual reporting on effectiveness through 2019.
