Authorizes the Hawaii Department of Budget and Finance to issue special purpose revenue bonds not exceeding $50,000,000 to assist Clean Communities, LLC in processing sewage into sewage-derived fuel.

Bonds may be issued in one or more series pursuant to part IV, chapter 39A of Hawaii Revised Statutes for processing enterprises.

Authorizes refunding of the special purpose revenue bonds at any time, including after June 30, 2019, in compliance with federal tax-exemption requirements.

Authorization to issue bonds lapses on June 30, 2019.

Effective date is July 1, 2345 (note: this appears to be a typographical error in the bill text).
