Establishes a 25-member Hawaii Disaster Resilience Task Force to review current disaster management coordination and develop recommendations for a comprehensive state disaster resilience plan.

Task force composition includes 3 House members, 3 Senate members, adjutant general, PUC chairperson, director of office of planning, Hawaii tourism authority chair, legislative reference bureau director, University of Hawaii disaster preparedness center director, University of Hawaii urban planning faculty member, and 3 members each from Hawaii, Honolulu, Kauai, and Maui counties.

Task force shall review disaster management criteria, facilities, and capabilities; research best practices from other jurisdictions; identify state and county weaknesses in resilience planning; and develop recommendations for restoring statewide functions after disasters.

Requires Legislative Reference Bureau to prepare the Hawaii Disaster Resilience Plan incorporating task force recommendations and submit to legislature by 2016, with updates in 2017.

Appropriates $25,000 for fiscal year 2014-2015 for task force operations and $100,000 for plan creation; task force terminates June 30, 2017; effective July 1, 2014.
