Requires the Office of Community Services to review all grant requests submitted to and granted by the Twenty-sixth Legislature under chapter 42F, Hawaii Revised Statutes.

Review shall evaluate the current grant solicitation and administration process, feasibility of centralized processing, staffing needs, and recommendations to streamline grant procedures.

Office of Community Services must submit a report to the legislature no later than twenty days before the 2015 regular session with findings, recommendations, and any proposed legislation.

Appropriates unspecified amounts from general revenues for fiscal year 2014-2015 to the Department of Labor and Industrial Relations for the Office of Community Services to conduct the grant review and expand state-funded immigrant resource centers providing language-accessible services to new immigrants.

Takes effect July 1, 2050.
