Establishes two interagency working groups to address unresolved issues from Act 51, Session Laws of Hawaii 2004, which transferred certain functions from state departments to the Department of Education.

First working group addresses capital improvements for Section 504 compliance, repair and maintenance of public school facilities on Hawaii, Maui, Molokai, and Lanai islands, and other relevant Act 51 issues.

Second working group addresses transfer of health aides from Department of Health to Department of Education, training of education employees in medication administration, and other relevant Act 51 issues.

Both working groups must include legislative education committee chairs, the superintendent of education, and relevant department heads (comptroller for first group, health director for second group).

Both working groups must submit findings and recommendations to the legislature no later than twenty days before the 2015 and 2016 regular legislative sessions and dissolve on June 30, 2016.
