Establishes the Resources for Enrichment, Athletics, Culture, and Health (REACH) program within the Office of Youth Services to provide funding for after-school programs in public middle and intermediate schools statewide.

Authorizes the Office of Youth Services to establish criteria for funding, monitor programs, conduct site evaluations, and ensure schools meet contractual expectations for after-school program operations.

Creates a special fund to receive fees from program participants and other revenues to supplement costs of administering and operating after-school programs, hiring personnel, and contracting for services.

Appropriates funds from general revenues for fiscal year 2014-2015 to establish the program and hire one full-time equivalent position within the Office of Youth Services.

Effective date is July 1, 2050.
