Establishes term limits for members of the Natural Energy Laboratory of Hawaii Authority's research advisory committee, consistent with other state boards and commissions.

Limits research advisory committee members to two consecutive four-year terms, with a maximum of eight consecutive years of service.

Requires at least two board members to be appointed to the committee.

Terminates terms of any current committee members who have already served more than eight consecutive years upon the effective date, with those members allowed to serve in a holdover capacity until successors are appointed.

Effective July 1, 2014.
