Requires the Department of Human Services to establish and administer a service dog certification program and issue certificates to owners or handlers of qualified service dogs.

Mandates that persons accompanying a service dog possess a valid service dog certificate issued by the department in order to access public accommodations.

Prohibits any person from representing a dog as a service dog unless the dog has been certified through the established program.

Establishes a penalty of up to $100 fine and/or up to six months imprisonment for falsely representing a dog as a service dog.

Effective date is January 1, 2015.
