Department of Taxation shall conduct a study to develop a systematic approach for evaluating costs and benefits of major state income and excise tax incentives.

Study must include an inventory of major state income and excise tax incentives currently in use.

Study must examine current methodologies used to evaluate tax incentives and the results of those evaluations.

Study must provide recommendations for effective methodologies to use in future evaluations of tax incentives.

Department shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session convenes.
