Appropriates funds from general revenues to the Department of Land and Natural Resources for fiscal year 2014-2015 to manage albizia trees along tsunami evacuation routes on Hawaii Island.

Designates albizia trees as an invasive species threat to public safety, infrastructure, and the economy, particularly in East Hawaii where they threaten evacuation routes and hospital access.

Notes albizia trees are prone to falling or breaking in windy or rainy conditions, creating hazards that could block evacuation routes or impede emergency access during natural disasters.

Requires the Department of Land and Natural Resources to partner with the Hawaii Department of Defense to secure additional funding and resources for continued albizia tree removal efforts.

Takes effect July 1, 2020.
