Board of Regents of the University of Hawaii must conduct a feasibility study on implementing a plan allowing students to pay a fixed percentage of income for a set number of years after graduation instead of paying tuition upfront

Study shall analyze Oregon's "Pay It Forward, Pay It Back" plan, Western Oregon University's "Western Tuition Promise," and Florida's proposed "Finish in Four" program

Board of Regents must report findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session convenes

Act takes effect upon approval
