Establishes a task force within the Department of Human Services to examine medicaid payment and reimbursement issues and develop recommendations for improving timeliness and adequacy of payments.

Task force shall examine factors including treatment costs, medicaid payment methodologies, Federal Medical Assistance Percentage (FMAP), long-term care demand, insufficient government payments, payment delays, and impacts of the Patient Protection and Affordable Care Act.

Task force membership consists of the Director of Human Services (chairperson), Director of Health, and representatives from Hawaii Medical Service Association, Kaiser Permanente, Hawaii Medical Association, Hawaii Primary Care Association, Hawaii Pacific Health, and Hawaii Health Systems Corporation.

Members serve without compensation but may be reimbursed for necessary expenses including travel; members are exempt from Hawaii Revised Statutes Chapter 84 solely due to task force participation.

Department of Human Services shall submit task force findings and recommendations to the legislature no later than twenty days before the 2015 regular legislative session; includes appropriation of general revenues for fiscal year 2014-2015 for staffing, operations, and convening expenses; effective July 1, 2014.
