Extends the sunset date of Act 46, Session Laws of Hawaii 2012, from July 1, 2014, to July 1, 2015, allowing the Department of Transportation additional time to negotiate airport concession agreements.

Authorizes the Department of Transportation to extend the term of airport concessions and modify concession contracts, leases, and permits in exchange for revenue-enhancing improvements made or funded by concessionaires.

Addresses findings that Hawaii's public airports lack adequate concession space by approximately 40 percent and are not maximizing concession revenues.

Encourages expeditious but fair and equitable cooperation between the Department of Transportation and concessionaires to achieve airport modernization and improvements.

Takes effect on June 30, 2014.
