Authorizes employers to pay wages by pay card if employees voluntarily authorize the method in writing and are given options of direct deposit, check, or pay card payment.

Prohibits employers from mandating pay card use, making it a condition of hire, or penalizing employees who refuse pay cards.

Requires employers to provide employees with written disclosure of pay card fee schedules in at least 10-point font prior to obtaining consent.

Mandates pay cards offer at least three free withdrawals per pay period, free balance inquiries 24/7, no overdraft fees, no fees based on account balance, and one free replacement card annually.

Makes employers liable for any fees assessed to employees outside the disclosed fee schedule and for insufficient funds in employer's bank account affecting electronic wage transfers; effective July 1, 2014 with pay card provisions effective September 1, 2014.
