Appropriates $150,000 for fiscal year 2014-2015 and $150,000 for fiscal year 2015-2016 to the department of human services for the Wraparound Services program (WRAP).

Requires the department of human services to serve as the lead agency coordinating WRAP in collaboration with the department of education, department of health, office of youth services, and family court branch of the judiciary.

Directs WRAP to operate according to core principles including culturally competent planning, peer collaboration, persistence-building, and fostering family participation in service delivery.

Mandates the department of human services to present a progress report to the legislature by January 15, 2015, addressing recommendations on mental health access, social services, foster care reform, juvenile crime, educational achievement, and child welfare policy.

Takes effect on July 1, 2014.
