Requires the legislative broadcast program to record all public hearings and informational briefings held at the state capitol in audio or audiovisual format.

Mandates the legislature maintain and archive recordings for public access, subject to available funding and applicable rules.

Appropriates $30,000 for fiscal year 2014-2015 to purchase recording equipment, archival materials, and hire necessary staff through the legislative reference bureau.

Takes effect July 1, 2014.
