Establishes a moratorium on resident tuition and fee increases at all University of Hawaii system campuses for the 2014-2015 academic year.

Requires tuition and fees for 2014-2015 to remain the same as or be lower than those charged in the 2013-2014 academic year.

Addresses concerns about tuition increases ranging from 3.1% to 7.5% per year that were approved by the University of Hawaii board of regents in 2013.

Aims to improve college affordability for local residents and increase enrollment at University of Hawaii campuses.

Becomes effective upon approval.
