Amends Hawaii Revised Statutes Section 28-8.3 to limit the University of Hawaii's exemption from the prohibition against state departments contracting with attorneys, so that only the Board of Regents (not the entire University system) may retain independent attorneys for legal services.

Establishes direct Board of Regents oversight of the University General Counsel, removing delegation authority from the University President and requiring the General Counsel to report directly to the Board of Regents.

Requires the State Auditor to review all University of Hawaii attorney contracts entered into within five years prior to the Act's effective date, examining their justification, scope, provisions, and underlying policies.

Mandates the Auditor submit findings to the legislature no later than 20 days before the start of the 2015 regular legislative session.

Takes effect upon approval by the Governor.
