Requires the state auditor to conduct a comprehensive financial audit of all general and nongeneral funds administered by the University of Hawaii Manoa campus.

Audit must include detailed examination of all funds, special funds analysis, and determination of whether special funds meet criteria under Hawaii Revised Statutes section 23-11.

Auditor must report on total general and tuition funds received and expended, financial records and internal controls, strategic and financial planning processes, and budgeting practices.

University of Hawaii Board of Regents, president, staff, and relevant agencies must cooperate with and provide requested information to the auditor.

Appropriates unspecified funds from general revenues for fiscal year 2014-2015 to conduct the audit, with findings due to legislature by twenty days before the 2015 regular session convenes.
