Establishes the Hawaii Hope Card Program within the Department of the Attorney General to issue laminated cards to holders of long-term protective orders (valid for more than 90 days under HRS 604-10.5 or more than 180 days under chapter 586).

Hope cards display the restrained person's photograph, identifying information, protective order details, case number, terms, and names/birth dates of any protected children or individuals.

Maintains a 24-hour database accessible by law enforcement via internet and phone to verify protective orders, with applicant identity protected for orders obtained under HRS 604-10.5(e).

Establishes a special fund supported by hope card fees (amount unspecified in bill text), legislative appropriations, and donations to cover staffing, card production, and program operations.

Department of Attorney General required to develop and implement the program by January 1, 2015; multiple hope cards may be issued per applicant for distribution to schools, employers, or childcare providers.
