Establishes the Hale Kokua program within the Department of Human Services to provide housing incentives and assistance to homeowners statewide who set aside dwelling units for rental by employed homeless individuals or those with steady government income.

Requires renters to be unregistered in the State of Hawaii homeless management information system and unrelated to the homeowner; defines "employed but homeless" as persons working at least 19 hours per week or participating in employment training and volunteer work totaling 19 hours per week.

Limits program participation to a maximum of 10 property owners per census tract and requires the department to maintain and notify waiting list participants of opportunities as they arise.

Mandates the department hire a full-time homeless section administrator and utilize the rapid re-housing model while collecting annual statistics and recommending program improvements and expansions.

Appropriates funds for fiscal year 2014-2015 to establish the administrator position, implement the program, and carry out program purposes; effective July 1, 2025.
