Proposes amendment to Hawaii Constitution Article I, Section 13 to increase the threshold value in controversy requirement for jury trials in civil cases from $5,000 to $10,000

Modifies constitutional language so jury trial rights in civil cases at common law apply only when the value in controversy exceeds $10,000 instead of $5,000

Ballot question asks voters whether to amend the constitutional provision limiting jury trial rights to cases with values exceeding $10,000 rather than $5,000

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution

Preserves legislature's existing authority to provide for verdicts by not less than three-fourths of jury members
