Amends Hawaii Revised Statutes Section 604-5(b) to increase the threshold value in controversy requirement for jury trials in civil cases from $5,000 to $10,000.

District courts continue to try all actions without a jury, subject to appeal according to law.

When a civil matter is triable by jury as a matter of right and jury trial is demanded, the case is transferred to circuit court if the amount in controversy exceeds $10,000.

Actions may be commenced directly in circuit court if jury trial is demanded in the complaint and the matter is triable by jury with an amount in controversy exceeding $10,000.
