Prohibits the University of Hawaii from selling or gifting lands acquired from the Campbell Estate in the 1996 land exchange (Act 294, SLH 1996) in fee simple for two years.

Restricts sales for roads and streets on the specified parcels: Lot 10077 (500 acres) and the 941-acre parcel obtained from Campbell Estate located mauka of the H-1 Freeway.

Requires net rents, leases, licenses, permits, and development rights revenue from these lands to be deposited into a special fund for the University of Hawaii at West Oahu.

Mandates the University of Hawaii submit a report to the legislature by twenty days before the 2016 regular session detailing its updated land sales policy and development plan for the West Oahu campus lands.

Sunsets on June 30, 2016, with prior statutory language reinstated unless reenacted.
