Redefines "compulsion" in sexual assault law to include both absence of consent and use of threats, dangerous instruments, or physical force to overcome a person.

Changes sexual assault in the first degree from requiring "strong compulsion" to simply requiring "compulsion" when subjecting another person to sexual penetration.

Changes sexual assault in the second degree from "knowingly" to "recklessly" subjecting another person to sexual penetration by compulsion.

Changes sexual assault in the third degree from "recklessly" to "negligently" subjecting another person to sexual penetration by compulsion, and updates sexual contact by compulsion to require "compulsion" instead of "strong compulsion."

Deletes the separate definition of "strong compulsion" from statute and makes the Act effective upon approval.
