Allows restaurant and bar owners to permit patrons to bring up to one dog or cat into the establishment at the owner's or manager's discretion, subject to specified conditions.

Requires pets to be on a leash within two feet of the patron or held in a container, remain on the floor at the seating area, and not interfere with employees, obstruct pathways, or enter food preparation areas.

Mandates establishments permitting pets to post warning signs at entrances stating "Pets are allowed in this establishment. The presence of pets in this establishment may place you at a greater risk of contracting a food borne illness" and list all pet conditions.

Requires establishments to implement safety and sanitation procedures to immediately clean any pet waste or bodily fluids, properly disinfect contaminated areas, and ensure employees thoroughly wash hands before handling food or equipment.

Establishes that pet owners and patrons are liable for any property damage or personal injury caused by their pets, and exempts service animals and police dogs from these restrictions.
