Adds a new section to Hawaii Revised Statutes Chapter 206E allowing any person to file a civil suit against the Hawaii Community Development Authority (HCDA) as a private attorney general if the authority fails to perform required duties.

Circuit courts have jurisdiction to enforce the statute, order the HCDA to perform required acts or duties, and apply appropriate civil penalties.

Requires plaintiffs to provide written notice of the alleged violation to the HCDA at least 60 days before commencing legal action.

Lawsuits must be filed in the judicial circuit where the violation occurred or is occurring.

Takes effect July 1, 2020 and does not restrict other rights available under constitutional provisions, statutes, or common law.
