Repeals Chapter 206E, Hawaii Revised Statutes, which established the Hawaii Community Development Authority, effective July 1, 2015.

Transfers all duties, functions, and operations of the Hawaii Community Development Authority to the counties, with primary focus on the City and County of Honolulu.

Transfers all Hawaii Community Development Authority employees to the Department of Business, Economic Development, and Tourism while preserving their tenure, salary, seniority, and benefits.

Requires the Hawaii Community Development Authority and City and County of Honolulu to convene a transition working group to plan the transfer of operations, including district-wide improvement programs, revolving funds, and zoning law applications.

Removes references to the Hawaii Community Development Authority from statute, including modifications to affordable housing provisions in Chapter 201H and mixed-use project parking requirements in Chapter 514A.
