Requires the state auditor to conduct a comprehensive management and financial audit of the Hawaii Community Development Authority's governance and operations.

Management audit must determine whether HCDA is fulfilling its original purpose, complying with state and county laws, and maintaining adequate board composition and oversight procedures.

Management audit shall examine whether HCDA has taken appropriate steps to encourage community participation and implement community suggestions in development planning.

Financial audit must analyze HCDA's budget and fund expenditures, examine procurement procedures, review contractor and lessee selection criteria, and assess fiscal safeguards against waste and fraud.

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session convenes.
