Requires Hawaii Community Development Authority to conduct project eligibility review of infrastructure before accepting development permit applications and obtain governmental agency approval for adequate infrastructure.

Expands community engagement requirements to include working with residents and landowners, posting development details on the authority's website, and notifying state legislators and city councilmembers representing the district.

Requires authority to take additional public testimony at decision-making hearings, provide written and oral explanations for rejecting community-suggested modifications, and issue decisions at least five business days after public notice.

Prohibits authority from granting variances, exemptions, or modifications to maximum floor area ratio requirements in the Kakaako district.

Establishes building height limits of 400 feet maximum, requires 300-foot minimum spacing between buildings 100 feet or higher, limits residential development to maximum 3.5 floor area ratio, and mandates comprehensive infrastructure studies before project approval.
