Requires the University of Hawaii Economic Research Organization (UHERO) to examine the feasibility of establishing a "pay forward, pay back" pilot program that replaces tuition with post-graduation income-based repayment.

If feasible, UHERO must develop a proposed pilot program allowing Hawaii resident students to enroll without paying tuition or fees, then repay through a percentage of annual adjusted gross income for a specified number of years after graduation.

Pilot program parameters to be determined by campus, including identification of participating campuses, contract terms (years and income percentage), and cost variations based on education costs and available financial aid.

UHERO must submit a written report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session convenes.

Appropriates unspecified general revenues to the University of Hawaii for fiscal year 2014-2015 to fund the feasibility study and pilot program development; effective July 1, 2014.
