Direct the Public Utilities Commission to establish an interconnection fee schedule by January 1, 2015, for electric utilities charging eligible customer-generators to connect solar energy facilities to the grid.

Require the fee schedule to establish maximum interconnection fees that utilities may charge for solar energy system connections.

Provide reduced interconnection fees for solar energy generating facilities equipped with a battery back-up system.

Adopt the fee schedule through rules pursuant to chapter 91 of Hawaii Revised Statutes.
