Reduces the center for nursing advisory board from 15 to 9 voting members, with a majority required to be nurses or representatives of nursing organizations.

Specifies advisory board membership to include 5 nurses with active Hawaii licenses (nursing executive, advanced practice nurse, collective bargaining representative, and doctorally-prepared educator/researcher) and 4 members with healthcare delivery, finance, workforce, or community experience.

Allows the center to invite additional ex officio nonvoting members from the public with relevant expertise.

Establishes four-year terms for advisory board members with a two consecutive term limit and provides for filling vacancies for the remainder of unexpired terms.

Removes powers delegated to the advisory board regarding employment of staff, adoption of mission statements, and operational policies, retaining only duties to elect a chairperson, establish committees, seek input, implement center functions, and seek nonstate funding.
