Appropriates funds from general revenues to the Department of Land and Natural Resources for fiscal year 2014-2015 to plan infrastructure for the passive recreation area at Sand Island State Recreation Area.

Directs funding toward sustainable infrastructure including roadway access, parking facilities, utilities, showers, and comfort stations for the undeveloped portion of the 140-acre park.

Sand Island State Recreation Area is located makai of Honolulu harbor with 2.75 miles of shoreline and currently supports picnicking, camping, fishing, swimming, surfing, boating, and canoe paddling.

Findings indicate the area requires infrastructure investment to preserve rare urban recreational spaces, ensure safe public shoreline access, and plan for climate change adaptation and rising sea levels.

Takes effect July 1, 2050 (specific appropriation amount not specified in bill text).
