Establishes a new chapter in Hawaii Revised Statutes creating a homeless person's bill of rights to protect the rights, privacy, and property of homeless persons.

Guarantees homeless persons the right to move freely in public spaces without harassment from law enforcement, equal employment opportunities, emergency medical care, voting rights, protection of personal information, privacy in personal property, and equal treatment by state and county agencies.

Defines "homeless person" using the same meaning as "homeless" in section 346-361 of Hawaii Revised Statutes.

Allows each county to post notice of the bill of rights in a usual location for county notices.

Takes effect on July 1, 2050.
