Amends Hawaii Revised Statutes Section 346-44 to replace references to "food stamp bonuses" with "supplemental nutrition assistance program assistance."

Clarifies that recovery of all public assistance overpayments shall be made to the "maximum extent allowable by federal regulations" rather than just "will be made."

Requires the Department of Human Services to adopt rules consistent with maximum recovery standards, including procedures for civil court recourse, property liens, and estate claims against deceased recipients.

Maintains the director's authority to establish procedures for waiving overpayment recovery in cases of bona fide hardship or where recovery costs would exceed the amount recovered.

Takes effect upon approval.
