Establishes a disaster response special fund under Chapter 128, Hawaii Revised Statutes, to be administered by the adjutant general and funded through income tax check-off designations.

Transfers all annual assets from the disaster response special fund to organizations engaged in disaster response and training volunteers for shelter and mass care activities during civil defense emergencies or natural disasters.

Allows individuals with state income tax refunds of $3 or more to designate $3 to the disaster response special fund; joint filers with refunds of $6 or more may each designate $3.

Requires the adjutant general to submit annual reports to the legislature no later than 20 days before each regular session on the status, deposits, and transfers of the special fund.

Updates tax code language throughout to include civil union partners alongside spouses in check-off provisions; effective January 1, 2050, for taxable years beginning after December 31, 2014.
