Establishes a car-sharing vehicle surcharge tax to be levied on car-sharing organizations (specific tax rate per day left blank in the bill text).

Defines "car-sharing organization" as membership-based programs providing self-service vehicle access with hourly or minute-based usage fees, where average paid use periods do not exceed four hours per calendar year.

Requires car-sharing organizations to register with the director and pay a one-time $20 registration fee to operate in Hawaii.

Amends Chapter 251 of Hawaii Revised Statutes to include car-sharing vehicles alongside rental motor vehicles and tour vehicles under the surcharge tax framework.

Becomes effective July 1, 2030.
