Amends Chapter 171, Hawaii Revised Statutes to add new public meeting requirements for Board of Land and Natural Resources decisions affecting Banyan Drive resort area leases.

Requires at least two public hearings when the board issues new leases, renews or amends existing leases, terminates leases, or disposes of lands under Act 55, Session Laws of Hawaii 2000.

Mandates an initial public hearing to allow general public comment and a separate public hearing for the board to render its final decision on the matter.

Hearing requirements remain in effect as long as the board maintains management authority over the leased lands in the Banyan Drive resort area.

Takes effect upon approval.
