Establishes a hunting advisory commission within the Department of Land and Natural Resources consisting of eleven members appointed by the governor, including department staff, conservation officers, five hunting community representatives from different islands, scientists, and representatives from the aha moku advisory council and endangered species recovery committee.

Commission shall meet at least quarterly and advise the board on enhancing and maintaining public hunting areas, consult on hunting-related matters and proposed rules, and communicate findings and recommendations to the board.

Establishes a hunting pilot program on the island of Hawaii, with the commission recommending which public lands be designated as hunting areas while preserving watershed areas and advising on a game management plan after consulting with the hunting community and county agencies.

Commission shall report to the legislature no later than twenty days before the 2015 regular session and each session thereafter on its efforts and activities related to the pilot program.

Appropriates funds from general revenues for fiscal year 2014-2015 to cover administrative expenses of the commission, to be matched dollar-for-dollar by the county of Hawaii; effective July 1, 2050, with the pilot program section repealing June 30, 2020.
