Requires the Department of Land and Natural Resources to issue Hawaii hunting apprentice permits to Hawaii residents over age 7 who have never been issued a hunting license.

Permits are valid for 12 months and renewable for one additional 12-month period; applications for minors must be submitted and signed by parent or legal guardian.

Apprentice permittees may hunt while accompanying a licensed hunter who is 21 years of age or older.

Permittees age 10 and younger are prohibited from using or possessing loaded weapons, fireable cartridges, muzzleloading firing components, or broadhead arrows.

Takes effect July 1, 2014.
